|Vigilance is an important management function. Vigilance is of great significance from the viewpoint of the owner of the company. All decisions in a company cannot be taken by the owner. Most decisions are taken by the officers appointed by the owner, and the officers and employees appointed by the company. Vigilance aims at ensuring that decisions are taken by the officers and employees in the best interest of the owner and the company, and without being unduly influenced by personal temptations, and insensitivity to wastage of resources. Apart from taking up anti-corruption measures, watchfulness is also maintained against undue wastage of resources of the company. Vigilance advises the owner and the management on various aspects.
GRSE Ltd has a Vigilance Department. C&MD functions as the chief executive on vigilance functions in the company. However, he is advised by the Chief Vigilance Officer, who is usually a central government officer posted on deputation to the company by the government.
At present, Vigilance Department has the following officers:-
|CVO GRSE has a unique position in the organization. CVO advises the management on vigilance matters. CVO is authorized to decide upon the existence of vigilance angle at the time of registration of complaint. CVO monitors malpractices, corruption and misconduct by employees, and recommends remedial measures. CVO monitors criminal misconduct, and coordinates with Central Bureau of Investigation. CVO maintains close liaison with the Central Bureau of Investigation, and prepares Agreed List.
Vigilance Department deals with vigilance matters and complaints involving officers below the Board level. CVO gives advices on disciplinary action in vigilance cases which do not come under the purview of Central Vigilance Commission.
Board level executives and officers up to and including E-8 level come under the purview of Central Vigilance Commission (CVC). However, in case of difference of opinion between C&MD GRSE and CVO GRSE, even other matters can be brought to the notice of CVC for mediation.
CVO advises the management on Integrity Pact, Public Grievances, general changes to increase efficiency and reduce wastage etc.
CVO creates awareness on vigilance matters in the organization. CVO conducts seminars, addresses officers and writes articles on vigilance awareness.
System improvements, watchfulness, ethics and organizational culture etc are non-punitive measures to achieve the goal of vigilance.
Department of Defence Production (Ministry of Defence) has jurisdiction over vigilance matters involving Board level officers. Department of Defence Production has a separate Chief Vigilance Officer. However, the Department/Ministry or the CVC may seek help from CVO GRSE even in cases involving Board level appointees.
As per the guidelines, Whistleblower complaints under Public Interest Disclosure and Protection of Informer (PIDPI) should be addressed directly to Secretary (CVC) New Delhi, should not be anonymous, and should be in a secured envelope superscribing prominently “Complaint under Public Interest Disclosure and Protection of Informer”. The complainant is not supposed to enter into correspondence with CVC, Ministry or CVO on the complaint lodged under PIDPI.
Anonymous complaints are not encouraged as per CVC guidelines.
There is a specific code of ethics for Board level officers and the senior management.
